reusing methane gas produced at a sewage treatment plant and area landfi lls. It also installed solar systems at two area universities and a number of public high schools and other municipal buildings, work that in 2001 earned the utility the Solar Electric Power Association Award of Solar Program Achievement. On the water side, it makes extensive use of reclaimed water—water treated to near drinking quality— for cooling and irrigation, including water at a 20-acre tree farm owned by the utility. Although the recent housing slump has slowed growth in the region temporarily, the long-term projections for the area remain bullish, and the utility is continually looking to its future needs and to meeting regulatory requirements that it have suffi cient power reserves. JEA recently began construction for a 165-megawatt gasfi red plant, a project now known as the Kennedy Generating Unit 8. Community outreach and permitting has begun on the Greenland Energy Center project, which will help serve a highgrowth part of the city where there is currently no generating capacity in place. Eckenbach’s department manages approximately $250 million of capital improvements each year across the power and water and sewer systems. Given the scope of that oversight, the department relies heavily on technology and for several years has used an in-house tool, known as the Global Project Management Dashboard, to track projects and keep close tabs on the fi nancial picture. “It enables us to capture most of the data and metrics we need to track job performance, and we can roll it up and aggregate for use at the higher levels,” he notes. The middleware program draws from a Prima Vera scheduling application as well as Oracle databases. “It allows us better cash fl ow projections, which our fi nancial folks appreciate when it comes to timing their bond issues. “I have always found construction to be an interesting and challenging career,” Eckenbach says. “It allows me to work with great people and see dollars turn into critical infrastructure, which provides service to our customers. We are not a very flashy or sexy business, but we provide services no one wants to live without.” May 08 45 175-megawatt combustion turbines, known as the Greenland Energy Center, scheduled to commence operation in 2010. The second phase of the project will be the conversion to a 550-megawatt combinedcycle plant, with a target commissioning date of 2012. The combined-cycle plant will create electricity utilizing waste heat generated by the turbines to create a secondary source of steam-powered electricity. That plant and others in the planning pipeline will be fi red by clean, natural gas, after the utility made a recent decision not to go ahead with a planned coal-fi red plant to be built under a joint venture. The decision refl ects a larger interest in sustainability at the utility, says Eckenbach, which extends through all phases of its business. For instance, one major ongoing capital project involves retrofi tting and upgrading wastewater treatment plants to enable a reduction of 50 percent in the amount of nitrogen being released in the treated water. High levels of nitrogen cause algae blooms and ecological imbalances in the St. Johns River. “We’re a river city,” he says. “The challenge has been to reduce those releases even as we continue to grow, and we’re on track to meet those targets.” Other environmental initiatives include a solar incentive program by which the utility picks up part of the cost of adding solar power and the production of green power directly by JEA “Construction allows me to work with great people and see dollars turn into critical infrastructure.
